We recently held a survey inviting you to have your say on the proposed Zero Emission Buses transition strategy. This was your opportunity to raise opportunities and constraints you would like Transport to consider as we move towards a full NSW fleet transition in the coming years. The survey closed 21 September 2021. The survey responses will not be shared publicly.

The Western Harbour Tunnel is a major transport infrastructure project that will make it easier, faster and safer to get around Sydney. By creating a western bypass of the Sydney CBD, the Western Harbour Tunnel will take pressure off the Sydney Harbour Bridge, Sydney Harbour Tunnel, Anzac Bridge and Western Distributor corridors to improve transport capacity in and around Sydney Harbour.
The Western Harbour Tunnel is a new motorway connection under Sydney Harbour linking WestConnex and City West Link at Rozelle to the Warringah Freeway near North Sydney. As part of the broader the Western Harbour Tunnel and Beaches Link Program, the Western Harbour Tunnel is designed to ease congestion throughout Greater Sydney, improving journey times for public transport, freight and motorists.
The Key features of the Western Harbour Tunnel include:
- Twin mainline tunnels about 6.5 kilometres long connecting the M4-M5 Link at Rozelle to the Warringah Freeway, near Cammeray
- Immersed tube crossing of Sydney Harbour between Birchgrove and Balls Head
- Tunnelled ramps and surface connections at Rozelle, North Sydney and Cammeray, an off ramp to Falcon Street and an on ramp from Berry Street at North Sydney
- Provisions for future underground connections to the Beaches Link project under the Warringah Freeway
- Motorway facilities and ventilation outlets at the Rozelle Interchange and Warringah Freeway in Cammeray (including fit out and commissioning)
- Operational facilities including a motorway control centre at Waltham Street, in the Artarmon industrial area, and tunnel support facilities at the Warringah Freeway in Cammeray
- Other operational infrastructure including groundwater and tunnel drainage management and treatment systems, signage, fire and life safety systems, lighting, emergency evacuation and emergency smoke extraction infrastructure, CCTV and other traffic management systems.
The project is being procured and delivered by Transport for NSW. An industry update was released in December 2020. The industry update provided further information on several key areas, notably:
- Western Harbour Tunnel Main Works procurement and delivery strategy
- Operations and maintenance
- Objectives, role and scope of the WHT Development Partner.
Western Harbour tunnel Development Partner - Tender
TfNSW has commenced a process of seeking tenders from shortlisted organisations for the Development Partner contract.
Western Harbour Tunnel Main Works Pre-registration
TfNSW has now commenced a process inviting suitably experienced and qualified organisations to pre-register their interest to participate in the procurement process for the delivery of the Western Harbour Tunnel project.
The M12 Motorway will be a new dual-carriageway motorway, providing direct access to the Western Sydney International Airport at Badgerys Creek and connecting to Sydney’s existing motorway network.
The M12 is currently at detailed design stage and its design (subject to further environmental assessment and approval) reflects the feedback received from the community during the Environmental Impact Statement (EIS) in 2019 and the Amendment Report in 2020.
Pending final planning approvals in mid-2021, early work is expected to start in late 2021, and major work is expected to start in 2022, with its completion due prior to the Western Sydney International Airport opening in 2026.
The M12 is part of the Western Sydney Infrastructure Plan (WSIP) road investment program and is jointly funded by the Australian Government and the NSW Government.
